Commissioner Steve Kang was appointed by Mayor Karen Bass to the Board of Public Works for the City of Los Angeles, where he currently serves as President of the Board and oversees one of the City's largest infrastructure and service-delivery departments. In addition to his leadership on public works and infrastructure, Mayor Bass appointed Commissioner Kang as the City's Film Liaison, serving as a key advisor and advocate for Los Angeles' entertainment industry.
As Film Liaison, Commissioner Kang has led efforts to streamline film permitting, reduce bureaucratic barriers, improve coordination across City departments, and strengthen Los Angeles' competitiveness as the entertainment capital of the world. Working closely with industry stakeholders, labor organizations, studios, and production companies, he has helped advance initiatives designed to retain and attract film and television production, protect middle-class entertainment jobs, and ensure that production remains a vital economic engine for the region. His work has contributed to reforms that make filming in Los Angeles more efficient, affordable, and accessible while preserving the City's unique role as the global center of entertainment.
Prior to his appointment to the Board of Public Works, Commissioner Kang served as Vice President of the Central Area Planning Commission, where he played a key role in shaping land-use and development policies for one of the nation's largest and most dynamic cities.
Commissioner Kang's career has been defined by a commitment to public service, community empowerment, and economic opportunity. His professional experience spans diverse leadership positions, including Director of External Affairs at the Koreatown Youth and Community Center (KYCC), a leading multi-service nonprofit organization providing mental health services, youth development programs, affordable housing, financial education, and environmental initiatives. He also served as a District Director in the California State Assembly and as Executive Director of the Korean American Coalition - Los Angeles, where he advanced civic participation, voter engagement, and public policy initiatives.
Throughout his career, Commissioner Kang has built a reputation as a collaborative leader who brings together government, business, labor, and community stakeholders to solve complex challenges. His contributions have earned recognition from numerous organizations, including the Los Angeles County Democratic Party and the Empowerment Congress.
Commissioner Kang holds a Bachelor of Arts from Columbia University and a Master of Science from the London School of Economics and Political Science.
