Meet Kay. Kay is a Construction Inspector assigned to the Bureau of Contract Administration (BCA) General Services Division, Payment Section. In 2000, she started her career with the City of Los Angeles as an Office Engineering Tech. Kay was promoted to Construction Inspector in 2003 and assigned to the Special Research and Investigation Section. Working with a Principal Construction Inspector in the division, Kay played a key role in developing the most comprehensive system for tracking and evaluating the performance of contractors working on City projects awarded by the Board of Public Works. Data collected is used by BCA and other City agencies to prevent projects from being awarded to underperforming contractors which translates into cost savings and helps to avoid project delays and potential litigation for the City.
In 2018, Kay was assigned to the payment section of the General Services Division where she is responsible for processing all of the progress payments approved and submitted by project inspectors. Working diligently to ensure that all payments are made in a timely manner, she processed a total of 4,326 payments totaling $413,981,241.13 in Fiscal Year 19-20. As a result of the ongoing COVID-19 pandemic, Kay had to take on new challenges and utilized her computer skills to deliver a seamless transition from the traditional method of delivering payments between City Departments to a new digital form.
